JTBC
should be punished severely for its fabricated report before the final ruling
by the Constitutional Court is made and before the end of February when the Korea Communication Standards Commission (KCSC) finalizes its decision on approving the renewal of
their license.
On
24th October last year, SOHN Seok Hee of JTBC released a sensational report that more than
200 classified state secret documents had been found on CHOI Soon-sil’s Tablet
PC, including the texts of speech delivered by President PARK Geun-hye at Dresden in March 2014, and that CHOI
Soon-sil had obtained the texts in advance and revised them herself with
underlining in red.
This
report greatly shocked the public, even the support groups of President PARK,
for this could be suggesting that a mere housekeeping woman taking care of President’s garments had access to
state classified documents and touched the speech texts dealing with Korea’s
unification policy, which could be interpreted that CHOI virtually ruled the
nation. Since then the whole of media, not to speak of JTBC, floated around
gossips that CHOI Soon-sil is the real president of Korea behind the scene. In
consequence of disappointment with President PARK by her supporting quarters,
her approval rating dropped dramatically to less than 5%. PARK could not help
being bombarded helplessly.

days later, this led the Prosecution to search K Foundation and MIR Foundation
offices concerned and arrest two top secretaries of the Blue House, JUNG
Ho-sung and AN Jong Beom in charge of economy, widely known as close to
President PARK. President PARK, who was denied a chance to clarify, was driven
to a corner and forced to offer a compromise plan of her early retirement in
April.
After
all, on 9th December, an impeachment motion was passed by 234 votes
of parliamentarians in favour of the motion on the grounds that the affairs of
state had been compromised by CHOI, and that 77. 4 billion won had been
collected through her for K and MIR foundations from large conglomerates including
Samsung.
It
was on the morning of the 8th December, just a day before voting for
Impeachment in the Assembly that the report of ‘Tablet PC’ by JTBC, the very
starting source of the impeachment, had been confirmed as a fake. Some articles
were carried in the newspapers calling for postponing the Impeachment
procedures until the suspicion surrounding the Tablet PC would be cleared.
Mr
PARK Jong Hwa, chairman of United Patriotic Groups, made a statement calling
for immediate suspension of Impeachment steps owing to the report of the Tablet
PC being found fake. However, SOHN Seok-hee of JTBC, gave his first
speech on air to clarify the contention of fabrication unilaterally that
evening. The new founding was not convincing enough as to prevent the
impeachment from being passed. However, SON’s first clarifying speech was also
found as fabricated two days later, but the disclosure was made 2 days after
the impeachment had been passed.
Following
the feature article of JTBC Tablet , Mr DO Tae-woo, a member of The Allied
Lawyers for Freedom and Unification (자유와통일을향한변호사연대), made a legal interpretation about the case
that if the JTBC report of Tablet PC itself, which made possible the search of
K and M foundation and arrest of JUNG Ho-sung and AN Jong-beom, could be found
as fabricated, all the other proofs and evidences obtained on the basis of that
report would lose legal validity, which could lead inevitably to invalidating
the impeachment passed.
Apart
from this kind of legal interpretation, if there had been no fabricated report
of Tablet PC by JTBC, the impeachment would have been out of the question, for
the base of assertions would be made void that the state policies of diplomacy
and national security were compromised by CHOI Soon-sil. The assertions made
supporters of PARK withdraw their support from her. Then the indiscriminate
search and arrest by the prosecution would not have been possible and approval
ratings of President would not have dropped to a level of 5%. Non-mainstreamers,
so called Non PARK faction, such as KIM Mu-seong, YOO Seung-min would not have supported
the impeachment motion. Without their support, the impeachment could not have
been passed.
As
a result of dismissal by the Court of the Special Prosecution’s request to
arrest Mr LEE Jae-yong, the vice-president of Samsung Group, President PARK was
relieved of the charge of bribe taking.
JUNG
Ho –sung, former secretary, testified as a witness at the trial by
Constitutional Court that the assertion was not true that CHOI Soon-sil had
interfered with the affairs of state. His testimony proved the allegation
untrue.
Watching
the case in the right perspective except the faked report by JTBC, we come to
know that President PARK has established a public foundation for common good
with the help from the big companies to advance the cause of culture and sports
industry, and that CHOI Soon-sil tried to meddle in the affairs, but failed.
We
remember well what happened in the previous leftist regimes: under KIM
dae-jung’ rule, Hyundai Group was made to donate $450 million dollars in cash
to then KIM Jeong-il regime of North Korea and in return Hyundai received
benefits of 20 trillion won from the government. In the course, the those in
power received hundreds of millions of money as bribe; under NOH Mu-hyun
regime, the government received 800 billion won from President LEE Gun-hee of
Samsung Group in return for favourable handling of the case so called Samsung X File. They directly
got the foundation under control and shared the benefits among them. Try to
compare them with this case.
As
examples of the manipulations of Tablet PC by JTBC as well as by Special
Prosecution have been disclosed, the main forces who led the impeachment motion
have invented excuses saying that Tablet PC is not the essence of the
impeachment. On the very day of Impeachment, SON Seok-hee of
JTBC, made brazen-faced remarks that the impeachment did not even Tablet
PC.
If
the manipulation of Tablet PC were not connected with the impeachment, the
truth of the case should be brought to light regardless of the impeachment. But
it is strange that the main streams advocating for the impeachment including
the opposition party and Non-PARK faction of the ruling party such as KIM
Mu-seong, YOO Seung-min as well as the prosecution and Special Prosecution are
reluctant to clarify the truth of the case. The prosecution and special
prosecution would rather seem to conceal the case of Tablet PC and the
Constitutional Court would not bring the case of Tablet PC into the agenda of
the trial.
Could
it be that they fear of possibility for their Babel Tower of strenuous efforts
to make the impeachment successful would be collapsed in a second, which they
well know would happen? The truth is that the manipulation of Tablet PC by JTBC
was not only the beginning of the impeachment, but also the very essence of the
impeachment.
If
it is the case, the Korea Communication Standards Commission (KCSC) should impose disciplinary
punishment on JTBC for its fake report without conditions before the
Constitutional Court rules the final decision. In particular, the
Constitutional Court hastens its hearings by holding sessions 3 times a week,
which is super speed, saying the case of impeachment is crucially important. But KCSC has postponed its deliberation of JTBC case,
making an absurd statement that the importance of the case has necessitated the
postponement. But in fact they breach the rule of handling the case within 30
days of the request made.
Citizens are having a protest at the KCSC building.

If KCSC should not make a definite announcement to punish
JTBC far before the end of February, the
deadline of deliberation of renewal of license and before the final ruling is
made by the Constitutional Court, the Exposing Committee on Manipulated Tablet PC (태블릿 PC 조작 진실 규명 위원회) has decided to bring
a legal action to Yangcheon Police Station against PARK Hyo-jong, the chairman of KCSC,
KIM Seong-muk, vice-chairman, JANG Nak-in, a committee member, HUH Eui-do,
secretary general, KIM In-gon, radio section chief, OH In-hee, team chief for
delinquency of duties by deferring the processing deliberately to help JTBC get
the approval of the renewal, with reference to the impeachment of President
PARK.
